Thank you for your interest in Rebuild Northwest Florida's Home Hurricane Mitigation Program for Escambia and Santa Rosa Counties! Our program is one of the largest and most successful programs in the State of Florida. Our focus is to provide as many homeowners as we possibly can with assistance to fortify their homes and potentially reduce their property insurance costs.

This program is a standard program that uses standardized materials, with little options for the homeowner. However, homeowners who do participate in our program receive:

  • a detailed structural wind resistance analysis (Inspection)
  • an engineering analysis and recommendations for what measures will make the home withstand 140 mph winds
  • Grant funding to pay for a portion or all of the cost to perform the different retrofit measures that are deemed cost effective.
  • Management of the entire construction project from start to finish
  • A Mitigation Verification Affidavit after the construction project is completed, that can qualify them for any applicable discounts their insurance companies may have.

Mitigation construction projects are restricted to the mitigation categories as set forth in 215.5586(2)(e), Florida Statutes:

  • Roof Deck Attachment
  • Secondary Roof Water Barrier
  • Roof Covering
  • Reinforce roof-to-wall connections
  • Opening protection
  • Exterior doors, including garage doors for attached garages

Roofing, re-roofing, and window replacement work is restricted to the cost attributable to upgrading job specifications to use impact and pressure rated/approved materials and retrofit techniques.

To qualify for the program you and your home must meet the following criteria:

  • The home must be a on our FEMA approved, pre-identified list of properties.
  • The home must be a single family, site built home (the home cannot be a mobile home, manufactured home, apartment duplex or town home).
  • The unit must be the applicant's primary residence, Homestead Exemption will be required.
  • The unit must be built before the adoption of 2002 Florida Building Codes.
